The most recent instructions for verifying that hired fleets are in compliance with California Air Resources Board (CARB) regulations were released August 2015.
The document describes how to obtain a certificate of reporting. Brokers, motor carriers, contractors, public agencies, and developers must confirm that each hired company is in compliance or has reported compliance to the Air Resources Board (ARB). This applies to in-state or out-of-state motor carriers and brokers, but it does not apply to receivers or those who do not hire or direct the operation of trucks and buses subject to CARB regulations.
You also need to verify compliance upon hiring subcontractors for truck services, such as cranes, dump trucks, concrete pumps, and charter buses. Visit the

Additionally, as of 2013, specific requirements for the CARB Transport Refrigeration Unit (TRU) Airborne Toxic Control Measure (ATCM) were added to compliancy instructions for motor carriers and brokers. These stipulations affect the hiring and contracting of TRU-carrier transport of perishable goods on California highways.
Private fleets that own TRUs and distribution centers are also required to meet the rules that apply to shippers and receivers. To be listed on the 100 Percent Compliant Carriers List, compliant units must be registered in the Air Resources Board Equipment Registration (ARBER) system. The ARBER record must be updated and kept current each time a vehicle becomes compliant.
