Clean Truck Check Compliance:  Stay Road-Ready with Advanced Emission

The Clean Truck Check program, part of the California Air Resource Board's (CARB) Truck and Bus Regulation, is transforming how heavy-duty vehicles operate in California.  Starting this year, periodic emissions testing becomes mandatory for all heavy-duty diesel vehicles, replacing the Periodic Smoke Inspection Program (PSIP).  This program aims to improve air quality and ensure compliance across the state.

From commercial trucks to diesel motorhomes, ensuring your fleet or vehicle meets Clean Truck Check requirements is critical to avoiding costly fines, DMV registration holds, or interruptions to your operations. 

Similar to the California Smog Check program for light-duty vehicles, heavy-duty diesel vehicles that operate in California with a GVWR of more than 14,000 pounds are now subject to periodic emissions testing. When trucks fail to meet emissions standards, they are cited for repair. This new CARB diesel emissions regulation is aimed at improving public health by reducing air pollution throughout the Golden State.

In January, if your vehicles were identified as high emission producers by roadside emissions monitoring equipment, you received a Notice to Submit to Testing (NST) to pass a CARB compliance test within 30 days.

Who Must Comply?

The Clean Truck Check program applies to all heavy-duty diesel vehicles operating in California with a gross vehicle weight rating (GVWR) of over 14,000 pounds, including:

Commercial trucks and fleets
Diesel motorhomes (recreational vehicles)
Agricultural vehicles and equipment
Out-of-state trucks operating on California public highways

If your vehicle meets these criteria, you must register, test, and report compliance to continue operating legally in California.

Requirements

To stay compliant and avoid disruptions, fleet owners and operators must:

1. Pay Compliance Fees: Register each vehicle in the Clean Truck Check Vehicle Inspection System (CTC-VIS) and pay the $30 annual compliance fee.

2. Perform Emissions Testing: Complete one emissions test per vehicle before your DMV registration renewal deadline.

3. Report Results: Upload your test results to the CTC-VIS portal to receive your compliance certificate.

4. Transition to New Testing Schedule: In 2025, bi-annual emissions testing is mandatory for most heavy-duty vehicles.

Key Changes This Year

Starting in January 2025:

PSIP Ends: The Periodic Smoke Inspection Program will sunset, and the Clean Truck Check will fully replace it.

Increased Testing Frequency: Most vehicles will require two emissions tests per year.

DMV Registration Holds: Non-compliant vehicles will face DMV registration holds until testing and reporting requirements are met.
